In cases where one of the parents is not a citizen of Ukraine, an application from him is not required. However, it is necessary to submit additional documents:

a document confirming the lack of Ukrainian citizenship in one of the parents (for example, when the father is a foreigner, a stateless person);
a certificate of the child's Ukrainian citizenship.

For orphans or children deprived of parental care who have not reached the age of 16, in order to issue a foreign passport, it is necessary to submit an original (or a legally certified copy) of one of the following documents in addition to the above mandatory documents:

court decision to establish guardianship (guardianship);
a document certifying the authority of the director of a children's institution (contract, etc.);
agreement on placement of a child in a foster family;
agreement on the organization of activities of a family-type children's home;
decision of guardianship and guardianship authorities to establish guardianship (guardianship);
Patronage agreement.

Additional Information

If the parents are not married (or divorced), the application is written by the parent with whom the child lives.
In the event that one of the parents, for some reason, changed his surname after the birth of the child, it is additionally necessary to submit documents confirming this (certificate on the change of surname, marriage certificate, divorce certificate, etc.).
Photos of a newborn baby can be taken at home. The most important thing is that the photo is taken according to all the necessary parameters (the face should occupy about 80% of the entire photo, the background can be neutral, but it is better to stick to white).
Fingerprints are not required for children under 12 years of age.
Children who have reached the age of 12 must be present when issuing and receiving a biometric foreign passport.
Scanning of the child's fingerprints is carried out only with the consent of the parents.
Children over 14 years old must not only scan their fingerprints, but must also go through the procedure of an electronic signature that is transferred to the passport chip. In addition, they must provide a passport of a new model - an ID card.
An identification code is only required for children over 14 years of age.
Validity of children's biometric international passports is 4 years. And after reaching the age of 16, it will be possible to issue a foreign passport for 10 years.
