In order to obtain a permanent residence permit in Kharkiv (Ukraine), you must first obtain an immigration permit. According to the Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons", foreigners and stateless persons who immigrated for permanent residence receive a permanent residence permit.
Persons who have the right to issue a document in accordance with the Law of Ukraine "On Immigration" are divided into two groups of persons who receive an immigration permit and have the right to issue a PMP:

The first group is persons with an immigration quota:

● Workers of culture and science are necessary for the state.
● Highly qualified specialists that Ukraine needs.
● Persons who invested in the economy of Ukraine. (at least USD 100,000)
● Full-blooded brother, sister, grandson, granddaughter, grandfather, grandmother, citizen of Ukraine.
● Persons who were already citizens of Ukraine.
● Parents, husband (wife), as well as minor children of the immigrant. (of a person who received a PMP)
● Refugees or persons granted asylum. (after 3 years of residence in Ukraine)
● Victims of human trafficking. (after 3 years of status establishment)

The second group is persons who can become immigrants, except for the quota:

● One of the spouses, if the other spouse, with whom he has been married for more than two years, is a citizen of Ukraine.
● Children and parents of citizens of Ukraine.
● Persons who have the right to acquire Ukrainian citizenship by territorial origin.
● Persons who are guardians or custodians of citizens of Ukraine, or are under the guardianship or guardianship of citizens of Ukraine.
● Persons whose immigration is of state interest for Ukraine.
● Ukrainians abroad, spouses of Ukrainians abroad, their children in case of their general entry and stay in the territory of Ukraine.

A temporary residence permit in Kharkiv (Ukraine) is issued for the period of validity of the permit, but not more than 365 days with the possibility of extension. In order to extend a temporary residence permit, it is necessary to provide a complete package of documents (the same as for obtaining one), but no later than 15 working days before its expiration. After receiving a residence permit, a foreigner must register within 10 working days on the territory of Ukraine. To issue a document, a foreigner must have a type "D" visa. This visa can be issued on the basis of an invitation for a foreigner.

In order to issue a temporary residence permit, certain grounds are required, such as:

● Living in Ukraine with a spouse who is a citizen of Ukraine or a foreigner who has a temporary residence permit.
● Work based on permission.
● Studying at universities of Ukraine.
● Activities carried out in the field of science, culture, education and voluntary activities.
● Work in religious organizations, representative offices of foreign organizations, companies or banks.
● Implementation of the international aid project.
● Work as a correspondent or representative of foreign mass media.
